The Virginia Plan was presented by Edmund Rudolph, but created by James Madison. James Madison had Rudolph do it for him because Rudolph was a more powerful speaker. The plan called for a strong national government with three branches: legislative, executive, and judicial.
The Virginia Plan also called for a two-house legislature. The number of members in each house depended on the population of the state.
Now for the bad news: the Virginia Plan upset the small states because with it the small states would have very little power, and also "the small states would be subject to laws they would have very little voice in creating." But of course, if the small hate it, the large love it because they get the most power with the larger populations.
